Honestly about scale: this is a small and inexpensive measure — but exactly such small things add up to make a site convenient for accessibility. At the same time, honestly: a skip-link is ONE element, it does NOT make the site accessible by itself (keyboard navigation 806, screen readers 805, etc. are needed). Honestly about correctness: it is important that the link actually moves focus to the content (a common bug — the link exists, but focus does not move); we check this from the keyboard.   No, by itself — no. It is ONE useful element. Accessibility is a combination: keyboard navigation (806), focus management (807), screen readers (805), etc. A skip-link complements them but does not replace them. We will honestly advise what else is needed.

• We seem to have such a link — is that enough?

  We will check whether it actually works. A common bug: the link is in the code, but focus does not move to the content via it — then there is zero benefit. We will make sure from the keyboard that focus actually moves and that the link is visible on focus, not just 'hidden forever'.
